What Is the Moroccan Cannabis Alliance?

The Moroccan Cannabis Alliance (MCA) is a national, member-led organization committed to building a credible, inclusive, and export-ready legal cannabis industry in Morocco. MCA unites licensed growers, GACP-certified cooperatives, processing companies, legal experts, institutions, and international stakeholders across the full cannabis value chain.

Its mission is clear: to support the success of Morocco’s legal cannabis industry through regulatory guidance, capacity-building, and strategic collaboration—with the farmers and cooperatives at its core.

Why Was MCA Created?

Although Morocco’s Law 13-21 created the legal framework for cannabis cultivation and commercialization, it quickly became clear that laws alone aren’t enough. To succeed, the sector needs:

  • Clarity in compliance and licensing
  • Coordinated training and tools
  • Export pathways aligned with international standards
  • Protection for traditional farmers
  • Sustainable development rooted in local benefit

MCA was formed to meet those needs—by connecting the dots between policy, people, and practice.

    Facilitating partnerships with certification bodies (like CLEAR and Cannavigia), building market access, and promoting Moroccan cannabis abroad.
  4. Policy Engagement & Advocacy
    Providing policy insights and advocacy materials to support fair, inclusive, and practical regulation.
  5. Sustainability & Social Equity
    Ensuring cannabis industry growth benefits rural communities, protects heritage, and supports long-term ecological health.
  6. Research & Innovation
    Collecting data, supporting pilot programs, and encouraging science-based cannabis reform and product development.
