What Law 13-21 Really Means

In 2021, Morocco passed Law 13-21, officially regulating the cultivation, transformation, transport, export, and sale of cannabis for medical, pharmaceutical, and industrial use. The National Agency for the Regulation of Cannabis Activities (ANRAC) is the primary authority responsible for:

  • Issuing and managing cultivation, processing, and export licenses

  • Monitoring compliance with national and international standards

  • Supporting cooperative development and regional planning

  • Ensuring traceability and control to prevent illicit activity

Who Can Cultivate Cannabis Legally?

Only registered farmers organized into licensed cooperatives are allowed to cultivate cannabis. They must:

  • Be located in one of the authorized growing regions (starting with Al Hoceima, Chefchaouen, and Taounate)

  • Operate within ANRAC’s legal framework

  • Adhere to GACP standards (Good Agricultural and Collection Practices)
