ENCOD is a pan-European civil society network founded in 1993 to promote fair and evidence-based drug
policy reform in Europe. We advocate human rights, public health, and responsible regulation while
challenging ineffective prohibition. Through advocacy, research, and cooperation, ENCOD works to develop
balanced drug policies across Europe and internationally.

What We Do
