ENCOD is a pan-European civil society network founded in 1993 to promote fair and evidence-based drug
policy reform in Europe. We advocate human rights, public health, and responsible regulation while
challenging ineffective prohibition. Through advocacy, research, and cooperation, ENCOD works to develop
balanced drug policies across Europe and internationally.

What We Do

ENCOD works across Europe to advance drug policy reform in Europe grounded in human rights, public health, and scientific evidence. We connect civil society, researchers, and policymakers to promote fair, effective, and responsible alternatives to prohibition.

  • Law 13-21 opened the door. MCA turns it into reality—supporting licensing, compliance, and legal clarity for farmers, cooperatives, and cannabis entrepreneurs across Morocco.
